Where can you buy plus size clothes for little girls?

The doctor says that she is one of the healthiest toddlers she has seen. My problem is though that I can’t find clothes to fit her. Because of her waist she needs a 5T but her legs are more like a 2T or 3T. So I am constantly buying really long pants and then rolling them up. It is just frustrating. Why can’t I find clothes that fit my daughter!!! If you have any suggestions on where to look I would appreciate it. Thanks
