Should I buy these heels? And how would I wear them?

I saw them in downtown Vancouver
They were pretty cheap, but I didn’t know where I would or how I would wear them.
They looked A LOT like this:

They did not look as cheap as the ones in the picture.
It was in downtown Vancouver, therefore they look pretty good.
